Brief description of the subject matter:

 

It is a matter of rituals that are generally known about but kept secret and the organization/s that perform them. What is meant are kinds of initiation rituals carried out on young persons and adults by means of telepathy and social role play.

We are calling for an inquiry by suitable experts into the effects and risks of the rituals, such as traumatization of the initiated, and into the effects of the secrecy practice, such as impeding sciences. We are demanding statutory regulations on transparent democratic control of the organization/s in question. Public debate on such an important issue should be made possible.

 

 

Text of the petition:

 

 

 

Dear Sir or Madam,

 

By adopting the Grundgesetz (Basic Law of Germany) as its constitution, the citizens of this country made the recognition and protection of human rights the basis of this state.

 

It is therefore surprising that these same citizens tolerate the existence of one or a number of organizations within the democratic system that

a) systematically violate fundamental and human rights and

b) fully evade democratic transparency and control.

 

It is a question of organizations that use telepathy and social role play to perform kinds of initiation rituals on young persons and adults. Organizations of these kinds are generally known about but nonetheless kept secret. 

 

The existence of telepathy has been proved scientifically a number of times; the experiment by Prof. Jacobo Grinberg-Zylberbaum, published in 1994 in Physics Essays 7, pp. 422 – 428 received wide acclaim in the scientific community. Physicists and experts on “para”normal phenomena proceed on the assumption that telepathy works using effects on the quantum level (see Appendix for details and references to scientific literature).

 

As all (nearly all?) young persons and citizens are affected by this ritual, we consider it to be of vital importance that a public discussion on the ritual and the organization/s is made possible. 

 

Therefore we call for:

 

  1. The facilitation and support of public debate on contents, aims and methods of the initiation rituals and organization/s in question. 
  2. legal framework to give recognition to the fact that this is a public issue in order to facilitate debate. 
  3. A statutory regulation to achieve transparent, democratic control of the telepathy/ritual organizations that at present operate under the guise of secrecy.

 

 

 

GROUNDS:

 

 

A.  HUMAN RIGHTS

 

 

A.1. Current practice and methods of the ritual 

 

The initiatees, i.e. those affected by performance of the ritual, are exposed to immense psychological stress and physical pain.

 

A.1.1. Enforced telepathy 

 

The persons performing initiation establish a telepathic link to the initiatee. As the organization/s to which they belong has/have very strong telepathic powers, they are able to impose and maintain such a link against the will of the person concerned. In other words, they can control the thoughts, feelings, bodily sensation and functions of the persons concerned against their will. 

 

Imposition of a telepathic link is in itself a painful humiliation of the persons affected and flouts their dignity and freedom.

Article 1 of the Basic Law: “(1) The dignity of man is inviolable. To respect and protect it is the duty of all state authority. (2) The German people therefore acknowledge inviolable and inalienable human rights as the basis of every community, of peace and of justice in the world. (3) ”

Article 2 of the Basic Law: “(1) Everyone has the right to the free development of his personality insofar as he does not violate the rights of others or offend against the constitutional order or the moral code. (2) Everyone has the right to life and to inviolability of his person. The freedom of the individual is inviolable. ”

Article 3, Basic Law : “(1) All persons are equal before the law. (2) ”

Article 13, Basic Law: “(1) Inviolability of the home. (2) ”                                                           

Article 1 of the Universal Declaration of Human Rights  (General Assembly Resolution  217 A (III)):

  • All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.

Article 2 of the UDHR:

  • Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.

Article 3, UDHR:

  • Everyone has the right to life, liberty and security of person.

Article 5, UDHR:

  • No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.

Article 12, UDHR:

  • No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honour and reputation. Everyone has the right to the protection of the law against such interference or attacks.

Article 18, UDHR:

  • Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, either alone or in community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance.

 A.1.2. Creation of a schizophrenic situation  

 

Permanent, double contradictory messages from the social environment lead to considerable stress. Those already initiated signal to the initiatees in various symbolic and interactive ways that it is a matter of an important and necessary ritual, while at the same time verbally persistently denying any knowledge of a ritual, telepathy and the organization/s or having anything to do with such practices and organization/s.

 

This means that the contradictory messages between the symbolic level and what is experienced by the initiatees on the one hand and verbal denial by those around them on the other hand lead to imposition of a schizophrenic situation from the outside that gives rise to substantial stress and anxiety on the part of the persons concerned. 

Normal causal connections are often set aside, creating an unreal, threatening atmosphere.

 

A.1.3. Destruction of relationships that have developed naturally 

 

Relationships that have developed naturally within the family and the community are broken up by repeated lies and intentional torment that account for a large part of the ritual process; trust is destroyed.

Bearing in mind that in modern psychology and education love and care, recognition and trust are, as the lifeblood of the soul, what make a positive development of the personality possible, we cannot underestimate the effect of the situation created by the ritual: massive emotional starvation or suffocation of those affected by systematic and sustained deprivation of recognition and trust. 

 

A.1.4. Pain programme 

 

The programme of the ritual consists of inflicting frequent emotional and physical pain, staging of experiences of failure and frustration. Physical pain is in most cases caused directly by telepathy. Means of inflicting emotional pain include staging social role play. 

Inflicting of physical pain as well as emotional abuse and cruelty violates 

 

Article 2, Section 2 of the Basic Law: “Everyone has the right to life and to inviolability of his person. The freedom of the individual is inviolable. ”

 

Article 5 of the Universal Declaration of Human Rights  (General Assembly Resolution  217 A (III))

  • No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.

Article 12 of the UDHR

  • No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honour and reputation. Everyone has the right to the protection of the law against such interference or attacks.

Article 25, UDHR.

  • (1) Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control.

It is manifest that the ritual in its present form violates the human rights of persons to be initiated in multiple and grave ways.

 

 

A.2. Alleged aims of the ritual

 

It is alleged that the process described has – as far as this can be deduced – as its “learning goals” the following positive effects on the persons initiated:

The initiated person is supposed to achieve independence from other persons. Appropriate distrust and vigilance in dealings with others is to be created. 

At the same time, the ritual is intended to give the initiatees respect for the power of the community. 

Fear of the telepathy organization/s is to be generated. 

The ability to endure frustration and pain is to be learnt.

Ethical principles such as honesty, empathy and helpfulness are to be reinforced and learnt.

Understanding of persons who are marginalised or discriminated is to be developed.

The personality of the initiatees is to be strengthened in that they go through with and endure the ritual.

The ritual serves the purpose of a comprehensive test of character and is intended to improve its ethical quality and strengthen the personality of the person concerned. 

 

 

A.3. Potential effects to the contrary and dangers for the individual

 

It is very uncertain whether the envisaged “learning goals” of the ritual can indeed be achieved in terms of forming the character of the initiated person. Particularly, the ritual methods and procedures described – humiliation, marginalization and torment – contain the risk of the very opposite occurring. 

 

The ways that the initiated person reacts to his/her suffering differ:

  1. He/she will set greater store by and practise such ethical behaviour in future.
  2. He/she is traumatized, represses what has been experienced and in certain circumstances acts it out by humiliating and ostracising others.

Frequently one and the same person develops both forms of reaction, which depending on the individual situation – in particular depending on position and peer group – can manifest itself in either way.

Processing what has been experienced depends on a number of different factors.

 

The practising of total secrecy about this subject results in the absence of any public debate and any cultural context that could support positive processing.

 

 

It is manifest that the absence of public debate significantly increases the risk of repressing the trauma in the long term and acting it out elsewhere, or developing neurotic forms of reaction or psychosomatic disorders. 

 

It would be worth investigating to what extent apparently incomprehensible behaviour such as that of soldiers at Abu Ghraib prison in Baghdad who were upholders of democracy that turned into torturers can possibly be partly caused or reinforced by the secret ritual endured.

 

Further effects that are in conflict with the intended aims of the ritual include:

  • harm to or destruction of social ties that have developed naturally
  • excessive distrust, fear and hatred of others 
  • relationships based on dependency instead of trust
  • increased fear of persons in authority, the community and, in particular, of the telepathy organization/s
  • making natural para-psychological phenomena taboo and a subject of fear
  • projection of the humiliation suffered and built-up hatred onto others, groups, minorities etc.

 

The aim is to socialize those initiated in a way that they become independent and autonomous.

While the method of lying and tormenting leads to an emotional detachment, rather than attaining the alleged “independence” the result bears the mark of disrespect and contempt and does not achieve the development of self-responsibility.

The situation of being unable to make independent decisions as it is created by the ritual fosters an attitude of shifting responsibility elsewhere and  makes it downright impossible to develop independence in the sense of self-responsibility.

 

 

 

B. TRANSPARENCY:

                                              Effects of secrecy on society             

 

 

Keeping telepathy, the ritual and the organization/s behind it secret has far-reaching consequences for the awareness of society and the credibility of democracy.

 

Societal consequences of the practice of secrecy

 

a)

It is not possible to conduct a collective public debate on a question as important as the socialization of young persons by means of the ritual.

b)

A technique that is as powerful as that of telepathy and the organization/s understanding how to use it are not subject to democratic control and transparency.

Transparency and public awareness are basic prerequisites for democracy to work.

c)

Secrecy is so absolute that it constitutes a totalitarian structure.

This means that persons affected by the ritual have no possibility of filing an objection, lodging an appeal or even knowing the name and address of the organization/s responsible.

The ritual is totalitarian. There are no controls or legal remedies against mistakes or abuse.

d)

Establishment of double standards:

The fundamental rights of dignity and freedom of the individual, the fundamental right of freedom of opinion and the democratic principles of public transparency and separation of powers are selectively ousted in favour of the telepathy organizations.

The tacit practice of the ritual constitutes disregard for the human rights of the initiatees and therefore fosters erosion of their universality. The rules of the ritual make it acceptable to mistreat individuals emotionally – so why should it not also be acceptable in other cases as well? The practice of the ritual supports what is perhaps a general human tendency, namely to apply ethical behaviour only selectively on a group by group basis, instead of counteracting this tendency.

e)

Establishment of a schizophrenic public consciousness:

The collective denial of the existence of the ritual, the telepathy and the organization/s behind them results in a kind of schizophrenic public consciousness. A scientific study is needed to establish the extent to which collective denials favour the formation of collective neuroses. The connection between denial and neurosis in the individual is sufficiently well-known.

There is a possibility that the risks described for individuals, i.e. repressing the humiliation suffered and acting it out again elsewhere, accumulate at the collective level and, in certain circumstances, find expression in collective behaviour in the form of repression, neurosis and projection. Problems ranging from mobbing, collective addictive behaviour and xenophobia to crimes such as warmongering and genocide also need to be examined from this point of view.

f)

Progress in collective understanding and awareness is obstructed by secrecy, in particular with regard to:

- psychological-emotional questions

- questions relating to the ritual and socialization

- what are known as “para”-psychological phenomena

However, to prescribe society-wide secrecy informally but also unconditionally violates Article 5 of the Basic Law: “(1) Everyone has the right to freely express and disseminate his opinions in speech, writing, and images and to obtain information without hindrance from generally accessible sources. Freedom of the press and freedom of reporting by means of broadcasting and cinema shall be guaranteed. There shall be no censorship. (2) .

g)

Public scientific debate is substantially restricted:

Many events that have taken place in history and politics only make sense by taking the role played by the secret telepathy-organization/s into consideration. Psychology, literature, art, sociology, philosophy, law, medicine, physics – scientific study remains incomplete or can even be falsified whenever the role played by telepathy organizations and the ritual are disregarded.

The secrecy not only relates to written scientific discourse but, through the denial habit, also to verbal discussion. Indirect discussion of the issue is in most cases impaired by the fact that symbolic-indirect means of expression can be misunderstood.

Here, too, secrecy violates Article 5 of the Basic Law: “ (3) Art and science, research and teaching shall be free. The freedom of teaching shall not release any person from allegiance to the constitution.

It is to be assumed that the hindrance of discourse restricts the content, quality and progress of sciences generally.

h)

The credibility of democratic institutions is undermined.

The secrecy practised regarding the telepathy organizations leads to a climate that encourages the popular interest in extremist groups working with conspiracy theories.

 

 

Given all these grounds, it can be assumed that the practice of secrecy markedly restricts the ability of society to

 

develop.       

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Potential positive effects of discussing the issue in public 

 

                                                                               and legally recognizing it as a public issue

 

 

 

  1. Public transparency and democratic control of the telepathy organization/s are made possible.
  2. In the case of abuse of telepathy or flaws in performance of the ritual, access can be obtained to the persons responsible and to legal remedies.
  3. The condition of a schizophrenic public consciousness will be set aside, leading to a reduction in collective neurotic pressure.
  4. Democracy and its institutions will gain in credibility.
  5. A liberated public debate will enable progress in the field of general knowledge on ethics, psychology, telepathy and “para”psychological phenomena.
  6. Both science and research will derive benefit from opening up of discourse. They will be able to exercise their constitutionally guaranteed right to the freedom of science and research also for the areas so far kept secret. Science and knowledge are fundamentally dependent on truth and naming of facts that is as clear and truthful as possible.
  7. Strengthening of democratic transparency and credibility can have a confidence-building effect for international relations and international understanding.
  8. Conspiracy theories used by extremist groups will be refuted.

 

 

Bringing the telepathy/ritual organizations to the attention of the public and subjecting them to democratic control by statutory means could achieve a sustained improvement in the quality of democracy and strengthening of human rights. This is in the sense of Article 28 of the Universal Declaration of Human Rights (UN Resolution 217 A (II)): “Everyone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realized.”

 

 

Further points of the petition:

 

When we look at history with its multitude of wars, abuse of power, greed, dictatorship and genocide and bear in mind that all the persons involved went through a ritual intended to shape their character in ethical terms, the question arises as to whether the ritual in its existing form does indeed have the intended positive effects of character improvement or whether, on the contrary, through unintended effects of collective denial, it fosters behaviour patterns of marginalization, humiliation and projection. 

That the fear, pain and traumatization caused by the ritual are not to be underestimated is given vivid expression in the works of Franz Kafka. 

 

Therefore we also call for:

  • A full inquiry into the actual effects of the ritual on the individual and society and its risks by a number of independent teams of experts. The results are to be made generally accessible and a broad public debate is to be facilitated.
  • The formulation of alternatives that support the development of the personality of young persons and adults from the ethical point of view and in terms of their self-responsibility and without the risks of traumatization and repression.                                                                                                                                               Both broad sections of the public and relevant experts should be involved in the development of these alternatives.

 

Societies tend to cling to traditions. A number of cultures of the Ancient World were convinced that human sacrifices were essential in order to make the gods merciful. Today, we see this as the expression of complicated, unconscious processes to explain and influence the world.

Female circumcision is still today practised in many areas. Those carrying it out are convinced of the necessity of what they do, although life-threatening factors such as complications when giving birth or death from an infection should be sufficient for a lasting refutation of this cultural faith construct.

 

The secret telepathy ritual, as it is performed today daily all over the world, is reminiscent in its methodology of a sphere of the totalitarian, dictatorship and authoritarian upbringing. It contradicts fundamental insights of modern psychology and education. It contradicts today’s understanding of human rights and democracy. 

 

 

 

SUMMARY OF THE PETITION

 

By means of this petition we are calling for:

  1. Facilitation and fostering of public debate on content, goals and methods of the rituals that have so far been kept secret and on the organization/s performing them. What is meant are kinds of initiation rituals, generally known about but nonetheless kept secret, carried out on young persons and adults by means of telepathy and social role play.
  2. To enable this debate to take place, we call for a legal framework to give recognition to the fact that the entire matter of telepathy rituals and telepathy organizations is a public issue.
  3. A statutory regulation to achieve transparent democratic control of the telepathy/ritual organization/s in question that are kept secret at present.
  4. A full inquiry into the actual effects of the ritual on the individual and society and its risks by a number of independent teams of experts. The results are to be made generally accessible and a broad public debate is to be facilitated.
  5. The formulation of alternatives that support development of the personality of young persons and adults from the ethical point of view and in terms of their self-responsibility and without the risks of traumatization and repression. Both broad sections of the public and relevant experts should be involved in the development of these alternatives.
